Cellulite

While genetics, hormones, lifestyle, and weight loss or gain influence the development of dimples in the skin, the primary cause is anatomical.

Dimples in the skin are caused by tiny bands (Fibrous Septae). Fibrous Septae connect the skin to the underlying anatomy. In between the skin and underlying anatomy are shallow fat cells.

These tiny bands contract/stiffen, pulling inward. While fat cells expand, pushing outward. Resulting in little dimples all over the thighs and buttocks.
